Jim and his wife Meme have lived in South Kingstown, RI for the past 20 years. His daughter Sarah currently lives in Philadelphia, PA. He was raised in Bozrah, CT, a rural community in the eastern portion of the State. His father was a trash man, and his mother was the secretary of their church, a bookkeeper, and a member of the local school board. His sister Pamela is an elementary school principal in Massachusetts.

James Lathrop enlisted in the US Army Reserves after high school.   He served while attending Bryant University, graduating with a Bachelor of Science degree in Accounting.   He went on to a career in public accounting, earning his Certified Public Accountant designation and eventually starting his firm.  At the time he sold the practice the firm had grown to two offices.


Jim’s business and financial experience combined with his entrepreneurial spirit led to his successful involvement in several business enterprises. These included the family trash hauling business, self-storage facilities, movie theaters, and commercial and real estate development.

His commitment to public service led to a second career in the public sector, serving as Finance Director for the Rhode Island communities of Hopkinton, Portsmouth, and Westerly’s School Department as well as for the City of New London, CT. Jim’s current role is Finance Director for the Town of North Kingstown for which he was named the Providence Business News CFO of the Year in 2019.

Other positions he has held include Deputy Town Administrator for the Town of Portsmouth, RI, and Town Manager for New Shoreham, RI.

James Lathrop’s belief in the value of education was instilled in him at an early age. He returned to school attending New York University’s Wagner School for Public Service earning a master’s degree in Public Administration. He has also completed the Gettysburg Leadership Program, Bryant University’s Hassenfeld Institute’s Leadership Program, and Public Finance Management’s program on debt issuance.

Jim’s work has not gone unnoticed. In addition to his recognition by Providence Business News, he received the 2015 Goodrich Award for service to RI Taxpayers from the Rhode Island Public Expenditure Council. The Connecticut Interlocal Trust named him and his team as their 2011 recipient of their Initiatives in Risk Management Award. His community work has also been recognized by the South Kingstown Recreation Department naming him Volunteer of the Year in 2020.


James Lathrop served as vice president of the Griswold Community Development Corporation, was a corporator of the Jewett City Savings Bank, and sat on the board of SK Wellness, a nonprofit organization that addressed mental health issues of South Kingstown youth.

Currently he is a corporator of Centreville Bank, & sits on the investment committee of the $23 million South Kingstown School Trust, and is a member of the Government Finance Officers Association (GFOA)  and the International City/County Management Association.
